When should I use t statistic?
Do I have to use t statistic when population variance is unknown or with normally distributed populations when the sample sizes are small? I think they are two independent things. Thank you

You can use the the T-statistic when 1. your sample size is small (< 30) and 2. the underlying population distribution can be assumed normal. You don't need to know the population variance.
