How is Italy the most popular tourist country?

in Introduction to Excel / New Ways to Visualize Your Data - Treemap Charts

I understand how London is the most popular city on the chart (because it's the square with the biggest area of the city squares), but I don't see how Italy is the most popular tourist country because the total area of the country squares looks the same to me.
