Custom Formating Latin American Excel

Hi I made the same steps describes in the lesson, but, the possite section didnt work

If I put a (.) periot, this shows it properly as a thousan separator 196.647, but , if I apply the blank space between the # # It only separates the number seven 19664 7, and this does not have any sense

We use . as thousands and , a decimals numbers and I separate the functions with semicolon ;
