Conditional formatting not exist
You should update your power BI version Most of your teachind dont used the same PowerBI version from Microsoft store. Mine dont have conditional formatting. Where is it ?

For anyone that struggle to find the conditional formatting in the updated version of Power BI. It's under Cell Element -> Background color (turn it on) -> click on the 'fx' (formula) to turn on the pop up windown and then select "Rules" in the Format Style drop box.
