Null Hyothesis Status-quo

In previous example

Example 2: Our friend Paul told us that the mean salary is >=\$125,000 (status-quo, null). Our opinion is that he may be wrong, so we are testing that. Therefore, the alternative is: the mean data scientist salary is lower than \$125,000.

Ho : U >= 125000

But here in this example Estimate if our competitor has a higher open rate than 40%

Ho : U >= 40 (It should be like this if we go by previous example)

Ho : U <= 40 (Not like this right ??)

Please clarify
