Intro to excel test no 11 answer

Hello
I just finished a test on Intro to Excel.
Could you please explain how you get the correct answer?
I used (=istext) and supposedly the answer is true only for the text cell, which is on row 3638 in my excel.
However, the answer is clearly not even on the test.
Could someone please explain  to me where I did wrong?
