The file is available, it's just not in the right place (I believe I bugged this a while back, but it doesn't appear to have been fixed).
You can find the file either two sections further on, connected to the lesson "Striping Values from Ndarrays" or in the overall course download .zip file (where it's likewise located under Section 8 rather than Section 6, where it's first referenced).
