FILTER() but with condition based on other column?

Question

Is it possible to FILTER() the table, but not based on hard input i.e. = 100, but rather on the values from another column from another table?

I.e. we want to know what was the date of the last order (1st table) of that client before the shipping date (2nd table )- for each record in the database?

How to make it effecitively?

Power BI does not allow yet dynamic filtering between tables, you can only do it on visuals by using the slicer.
