Doubt in % Measure calculations

in Power BI / Task Four, Part 3

I am a bit confused with the calculation of % measures. In the case of %TotalSalesAmount, why do we need to include the "CountryOrder"? We have included all the values in the filter ALL(dim_SalesTeritory[SalesTerritoryCountry]), haven't we?. Please, can you clarify?
