Using the right figure from z-table.

How best does one determine the critical value of an alpha? Take the exercise in this lesson, for instance, the calculated value to look for in the z-table is 0.995 but we only have 0.9949 and 0.9951 from the table, how do one select: rounding up or down knowing that choosing either would give a different answer?
