How are the numbers of pairs lessons culculated in 4.11?

In the Solutions sheet they are rounded from some complex numbers like 4.03735965072617, and 2.87612121648688. So how did those come up exactly?
Also please explain how the Degrees of Freedom were calculated in this case to be 23.
