Determining lags from PACF

in Time Series Analysis with Python / Examining the ACF and PACF of Prices

Hold on!
Basically, if the line-dot outside of the blue zone is significant, while inside (or closer to zero) is insignificant, right?
How can lecturer just say lags from 25 onward are insignificant while if we observe lag of 8-16 is even closer to the zero?
